China Administration of Sports for Persons with Disabilities (CASPD) was established in August, 2003 as a non-profit undertaking affiliated to China Disabled Persons’ Federation. The mandate of the institution is to organize and carry out at national level sport activities for persons with disabilities, undertake the work concerning the registration and classification of athletes with disabilities, sports research and anti-doping; administer the management and the operation of the China Disability Sports Training Center (CDSTC); and to discharge its professional and managerial functions in organizing various forms of activities as sport camping, training and competitions for athletes with disabilities.

CDSTC was put into use on June 28th 2007. It is believed the first of its kind and the largest sport facility up to date at home and abroad invested by the Central Government and specially built for persons with disabilities, featuring fully barrier-free and professional. The facility is able to provide multi-services to meet various demands either in individual service item or in combined form as accommodation and meals, professional sports training and competitions, fitness, entertainment and recreation, conferences and seminars, rehabilitation, physic condition testing and analysis, and scientific research etc. Covering an area of 238,225 m² and a total construction area of 72,382 m², CASPD is composed of an athlete’s apartment, a research building, a multi-sports training gym, a swimming pool, a goalball hall, an indoor athletic field, a strength building gym, a tennis hall, an outdoor athletic field with grandstand, a velodrome, 2 outdoor football fields, 2 archery ranges, 5 outdoor tennis courts, a fishing pond and some installations for outward-bound training.

Since its establishment, CASPD has been engaging in the administration of disability sports at national level; involving in the preparation and organization of China Sport Delegation to participate a serial of important disability sports occasions, such as 2004 Athens Paralympic Games, 2006 Kuala Lumpur FESPIC Games, 2007 Shanghai Special Olympic Games, 2008 Beijing Paralympic Games, and 2010 Guangzhou Asian Para Games etc.; carrying out tasks concerning sports camping, completion, training, and international liaison and exchange activities of para sports, deaf sports, special Olympics sports as well as sports for all persons with disabilities. At CDSTC, CASPD successful organized a number of national, regional and international disability sports competitions before and after it was designated by Asian Paralympic Committee as its first APC Sports Training Center in April 2010. On August 20th, 2008, the Chinese Presidnt HU Jintao, Vice President XI Jinping and other high ranking officials came to CASPD and paid a morale boosting visit to the national Paralympic athletes then training for Beijing 2008 Paralympic Games. President Hu then inscribe an epigraph encouraging the athletes both in their sport competitions and daily lives to “strive for self-improvement and fight for the best”.

In April 2009, CASPD was approved by the Government Office Administration of the State Council as a designated service provider based in Beijing for government procurement (business trip and meeting). Since then a number of governmental and public organizations such as the State Organs Work Committee of the CPC, Government Office Administration of the State Council, the Party School of the CPC Central Committee, Ministry of Human Resources and Social Security of China, Ministry of Finance People’s Republic of China, the General Administration of Sport of China, and China Disabled Persons’ Federation have successfully convened various meetings and conferences here. This has really opened a new window to have people get to know about the cause of people with disabilities and also set a platform for CASPD to serve the society.
